B選項(xiàng)cooperates和前面的works平行，意思是基金會(huì)按照加強(qiáng)當(dāng)?shù)貐^(qū)域性農(nóng)業(yè)市場(chǎng)辦事，并且和政府合作去提升農(nóng)民的權(quán)限
CD選項(xiàng)cooperate和前面的.strengthen平行，這里第一個(gè)助動(dòng)詞或不定式to不省略，后面的助動(dòng)詞或不定式要么都省略，要么都不省略。意思是基金會(huì)按照加強(qiáng)當(dāng)?shù)貐^(qū)域性農(nóng)業(yè)市場(chǎng)和與政府合作辦事，意思不通順。

CDE中我們來(lái)看either on，C和D的or后面接的是介詞on，不對(duì)應(yīng)，所以本題選E。
